Every operative possesses core attributes: Health, Agility, Dexterity, Strength, Wisdom, Leadership, Marksmanship, Mechanical, Explosives, and Medical. As mercenaries level up (up to level 10), they select specialized Combat Perks across Bronze, Silver, and Gold tiers (such as 'Deadeye' for headshot criticals, 'Lightning Reflexes' to dodge overwatch, and 'Heavy Weapons Expert'). In the Satellite View, players assign squad Operations: training local civilian militia to defend captured towns, scouting enemy troop movements, resting to heal critical wounds, and using mechanics to modify and repair weapons.

Player progression uses a skill system divided into five trees: Physical, Social, Combat, Science, and Tech. Each skill has multiple ranks that are unlocked by spending skill points (earned by leveling up) and then completing in-game challenges related to that skill. Starfield is a single-player only experience. It does not feature any cooperative or competitive multiplayer modes.
